Server Manager

Server Manager (svrmgr and svrmgrl) was an Oracle 7 DBA utility for starting and stopping databases.
All Server Manager commands was integrated into SQL*Plus in the Oracle 8i release.

$ svrmgrl SVRMGR> connect internal; SVRMGR> startup;
